"Barbara Tennison also reported that in the elementary schools of the district, teachers did "home evaluations," in which the teacher made an appointment to go into the child's home, not for a parent-teacher conference, but to investigate the environment of the home. They refused to tell the parents the reason for the visitation, but the school district policy was to do so in order to identify and evaluate "at risk" children. It is assumed that a parent who refuses admission of the state's agent into
the home provides confirmation that their child is "at risk". "
